Jennifer Pahlka, founder of Code for America and a former deputy chief technology officer under President Barack Obama, has long advocated for modernizing government services through technology. She played a key role in launching the United States Digital Service, which later evolved into Elon Musk’s Department of Government Efficiency (DOGE). However, recent developments at DOGE have raised concerns about indiscriminate cuts to essential public programs.

Concerns Over DOGE’s Direction

Pahlka warns that while strengthening government tech capabilities and reducing reliance on contractors can save taxpayer money, DOGE’s current approach may negatively impact vulnerable populations relying on benefits such as Medicaid. The recent mass resignation of 21 employees from DOGE underscores the turmoil within the department, as former officials refuse to “legitimize” its actions.

The Need for Responsible Government Transformation

Pahlka emphasizes four key reforms for improving government efficiency:

  1. Hiring and retaining the right talent while removing ineffective personnel.
  2. Reducing excessive procedural regulations that slow progress.
  3. Investing in digital and data infrastructure to modernize services.
  4. Closing the gap between policy creation and real-world implementation.

She cites California’s Supplemental Nutrition Assistance Program (SNAP) as an example of successful reform, where a 212-question online application was streamlined into a mobile-friendly, 10-minute process, making it more accessible to users.

A Shift Away from User-Centered Reforms

DOGE’s mission has seemingly shifted from modernizing government systems to aggressively cutting costs and eliminating perceived inefficiencies. Pahlka agrees that better technology can reduce waste, fraud, and abuse but argues that it must be done with care to avoid harming those who rely on government assistance.

Outsourcing and Workforce Challenges

With federal job cuts on the rise, Pahlka criticizes the government’s overreliance on private contractors for tech solutions, which she believes leads to excessive costs and inefficiencies. Instead, she advocates for empowering career civil servants to drive digital transformation internally, citing leaders like Yadira Sánchez at the Centers for Medicare & Medicaid Services as examples of dedicated professionals making impactful changes.

The Future of Government Efficiency

While Pahlka acknowledges that DOGE has highlighted the government’s overdependence on contractors, she remains skeptical about its ability to implement responsible and sustainable reforms. Without a clear strategy that balances cost-cutting with service improvements, she warns that the public may ultimately bear the consequences of hasty, indiscriminate policy changes.
