Workers climbed over a 12-15 foot pile of loose soil to reach colleagues on the other side of the collapse and were transported out using a tunnel vehicle. Interim LAFD Chief Ronnie Villanueva attributed the collapse to a structural failure in the tunnel lining approximately five to six miles from the tunnel’s only entry point. The tunnel, with an 18-foot diameter, is part of a $700 million municipal wastewater management project led by the L.A. County Sanitation District. The project extends underground from the A.K. Warren Water Resource Facility to San Pedro and was expected to be completed by 2028.

Following the collapse, the project has been suspended pending a full investigation. Officials emphasize that work will not resume until they understand the engineering and construction factors that led to the failure. L.A. County Supervisor Janice Hahn noted the risks inherent in large-scale tunneling projects and the importance of safety measures.
